Cryptographic service

It appears that there are many of us who are unable to fix
the "setup could not verify the integrity of the file
Update.ini. Make sure the Cryptographic service is
running" error, despite Technet's recommondations to
stop/start service removing the caroot2 folder. Has
anyone found a solution to this? From searching this
forum, I find many that the fix did not work for. ANy
help would be exceedingly welcome.
