Task bar and Start Menu

My Dell Demension 8100 stopped showing my task bar. I am
running XP Professional. I have two users. For one user,
the task bar shows up. For the other user, the task bar
does not show up, just the hour glass when I more the
cursor to the bottom of the screen. I tried to reinstall
XP and it did not fix the problem.
