File wont delete-help

[sportsman08]

I have a file under a folder that i downloaded. It will not move delete
open
or do anything. When you right click it pulls up a different options list.
This list does not have the delete option. Please help, I have tried several
different options already such as safe mode and a program to delete it, but
it wont let the file move so it can delete it.
