These files are temporary files created by currently
running programs. Often, when the program exits, it
fails to cleanup after itself. If you are sure that all
programs have exited fully (except for Windows Explorer
which is my tool of choice for disk housekeeping), then
it is generally safe to delete all of the files you have
described. (Just don't think about coming after me if
you get into trouble with this ;)
