improper shutdown

Sometimes when booting system, I get a blue screen with
message that windows was not shut down properly,
something about disabling newly installed hardware (of
which I have not done) and computer is doing a "physical
dump..". I do go through the proper procedures in
shuting down system. I even get a message that "windows
is shutting down" and then computer turns off. I do not
get the message "it is now safe to turn off computer".
