"add/remove programs" icon gone!

The "add/remove programs" icon isn't in my control panel
anymore, and, when I click on the link to it in the system
tasks window of the main Explorer window for my computer,
nothing happens. How can I restore the icon and make sure
this doesn't happen again?

Try double clicking on C:\Windows\System32\appwiz.cpl
