COMPUTER RESTARTS INSTEAD OF SUTTING DOWN!!! HELP!

Hi all,
I have a machine running XP Home and totally updated Norton Antivirus 2003
Pro. I can't get it to shutdown! It restarts, but won't shutdown...please
help.
