Can I reformat a DVD? In a way similar to the way you can reformat the 3.5
disks...
I guess my question is can I erase stuff from a DVD; or am I supposed to
record on top of existing files?

You can erase a DVD-RW or DVD+RW. You can't do anything once you've written
a DVD+R or DVD-R, like the CD-R, it's write once, read many.... not write
and delete as often as you like.
