My son has a new computer with XP installed. Every minute
or so the system "blips". I stopped all applications,
went into Windows task manager and watched the
performance screen. Approximately every minute, the CPU
utilization goes from 2% to 15+% for about a second, then
a few seconds later to 50+%, then right back to 2%. This
blip is enough to cause breakup of CD's he is playing,
etc. It looks like the utilization is from the image
named "System". He says he has loaded some other
software for file sharing, but it is not up and running
at this time. Any ideas?

Use Task Manager to identify the process using the CPU. Click on the CPU =
tab to sort so the greatest user appears at the top. A frequent cause is =
svchost.exe and the rest of this message deals with that cause but if =
yours is different use the technique described to pin down the cause of =
your problem.
It is normal to have a number of Svchost.exe process entries appearing =
in Task Manager. For the process generating the high usage how is the =
User described? Next whilst Task Manager is showing high usage change =
from the Process Tab to the Application Tab. Then select each running =
Application in turn, right click and select "Go to Process" and see if =
you can identify the application causing the high usage.=20
Next select Start, Administrative Tools, Services. Compare the list of =
services with those shown as Started and for each in turn stop the =
service and observe the effect. If the CPU usage in Task Manager =
continues or something stops working restart the service. When you have =
found the likely cause i.e. the CPU usage stops then post details of =
what you have found.

Hope this helps.
