Windows Explorer error

Every time a start my computer I get an error "Windows
Explorer had encountered a problem and needs to close." I
have the choice of "send error report" or "don't send",
regardless of what I choose I can not get rid of the
error message. As a result my computer does not fully
start - I can click on desktop items but can not use
anything in my tool bar. The cursor turns to an hour
glass and I can't click a thing.
