You can't do this with certain system processes because
it would adversely affect your system, ie, you have a
good chance of the machine freezing or becoming unstable.
What particular processes are you unable to do this on?
You can start individual processes with a specified
priority using the "start" command, use "start /?" from a
command prompt for more information.
