I use a video editing program. I have a new larger LCD monitor and the full
window for this software does not fill the screen. Some how this program
window got raised so much that the Title Bar(?) of the window can't be
reached, to bring it down. I tried everything I could think of to lower it,
but now every time I open it, its off the top of the monitor. Any
suggestions would be welcome. I'm trying to avoid reinstalling the software.

Assuming you've tried everything.

You might try a program that centers your programs. I use Powerpro
http://powerpro.webeddie.com/ one of it's features is to center or
bring an active program that's off the screen, on.

Close other programs.
Right click on the Taskbar, Tile Windows.........
