installing patches and updates

While trying toinstall recent service packs and updates
from the MS website most of the installations fail with
the accompanying message "the software you are installing
has not passed Windows logo testing to verify its
compatibility with Windows XP. This software will not be
installed. Contact your system administrator. These
patches and updates are from MS and for MS yet they are
not permitted to be installed on XP (HE), What is
happening?
