how do you shut off defrag from starting when the pc is
idle. I don't have task scheduler running, no screen
saver, no power management. After about 10 minutes, you
can see the service start in the processes tab. When you
move the mouse it goes away. But what initiates it?

This is by design. Windows XP will launch a partial defrag of the files
indicated in the \prefetch\layout.ini file when Windows is idle. This is a
"hidden" task - you won't see it in Task Scheduler. It is launched using
the command line interface to the built-in defragmenter.
