Missing System Restore

The tab on System Properties "System Restore" is not on
there,shazam! By all accounts System Restore is running
as in "Services" It Says It is , "Started and Running
Automatic". This is Windows XP Home Edition the two files
that says are missing are there, rstrui.exe and WINSTA.dll

With thta whole Tab gone altogether where you turn on or
off and set drive, etc. can't be helping.
