You don't. If it is defective then you ship it to the repair
facility mentioned in your documenation, e.g. the shop
where you bought it, or the Dell/HP/Acer facility that
is listed in your documents.

Look them up in your local Yellow Pages, add a letter addressing your
concerns in the package see how you go.
