I know scheduler can apply security settings on schedule tasks.
Can I block users from creating tasks in their profile?

Tasks are not created in the users' profiles - they are
created in c:\Windows\Tasks. You can prevent users
from creating them by applying appropriate restrictions
to this folder.

You can use Group Policy Editor to prevent users from creating tasks.
