My boss refuses to pay attention to program title bars, so
I would like to configure Windows XP to give me a pop-up
window everytime I open a read-only file - like the one
you get when trying to use a file already open on a
network. Is this possible?

You could set your Explorer view to show details. Then use View> Choose
Details to add the attributes column. Of course this is only helpful if
you are opening the files from an Explorer window.
