Endless safe screen reboot cycle after using symantec ghost

Hi there. i'm having some problems with ghost. when i try to clone a
computer a using symantec ghost. after i finsh ghosting the computer
when the computer restarts it keeps on rebooting in safe mode selection
screen. where you press F8 to get into safe mode.
i have ran sysprep on the computer that is being the master image

i'm thinking it has something to do with boot partition file but i'm
not sure

i've been search for answer but haven't had any luck at all
