Restore

My husband recently upgraded my hard drive because I was
getting the message "Smart Failure Predicted, etc".
During the process of loading my contents from the old
hard drive to the new hard drive, something happened to
the System Restore function. It does not work now. Any
suggestions? (Also, something kept shorting out the
system while installing the drive. Finally got all the
wires out of the way? so it wouldn't short out.)
