When I defrag I still have about 30% of my files
fragmented. Can I restore these? I spoke with an HP
technician who led me to restore my computer back to a
June date, but that didn't help with the defrag issue.

Sometimes large files are left as is as moving them to other areas may not
be possible, reasons being not enough space to copy to. Files could also be
locked, or in use. You could try doing a boot defrag.

1. You must have a lot of free disk space if you want to defragment
all the files. Defragmenter needs this free space when moving around
all the files.
2. The integrated defragmenter is known for this.
3. as others said, some files cannot be defragmented via normal
defragmentation process.
4. you might want to remove the pagefile, deframgnet the hard driver
and then reenable pagefile.
