how do i turn on the s-vidio port on my inspiron to display on my tv?

It should be 'on' by default. Did you read through the instructions in your
PC manual?

Each PC can be different, but generic:

Connect TV to PC, turn on TV, reboot PC. Now right click on the desktop and
select Properties, click on Advanced and you should see your 'dual' monitor.
