Can't find feature to slow processor / quiet fan

I have Toshiba P-25 w/ Windows XP. I was using a feature
where you can sacrifice processor speed to quite down the
cooling fan, but I can't find it again! I have it set to
Quite/Slow, and my processor is dragging along. Please

Would that feature be the Bios. Look in your Manual on how to Enter.
