Expansion of files

I have a corrupted system32 config system file and I need
to copy a new one. The recovery console will not work as
it will not access the original CD so I can not copy the
file from there. I copied the I386 files to a directory
on the same drive but it will not let me have access to
it as an administrator. I want to expand the files and
copy it to a zip and reinstall it.
How do I expand the files?
