my XP Pro portable (Toshiba Satellite Pro 6100 1.8GHZ 256 MB) is a real dog
..... I can't figure it out ... my desktop machine of half the hw specs on
w2k server totally outperforms it .... i'm talking 2-3 times more responsive
....

there is always this churning going on ... i look at task-list and i see
system idle with 90+ % all the time .... only explorer seems to be system
idle's only competitor with < 10 % *sometimes* ....

what could be going on ? i've removed so many programs, especially from the
startup-list .... are there known issues with xp pro performance?

System Idle Process is exactly what it sounds like.
It is the % of processing power you have waiting for something to do,
doing nothing.

If you are having problems, this is not the cause.
Try these:
Run an updated virus scan.
Or Scan for Viruses online:

Run Disk Cleanup checking all boxes except "Compress old files"
Run Defrag.
If you have file sharing software such as Kazaa, disable it.

Or

I don't know;
If you have tried everything else and that article seems to apply to
