Windows Installer Service

Sorry, here is the message I get

Windows installer Service could not be accessed. This
can occur if safe mode is being run or if windows
installer is not correctly installed. See your
technician. Well, I am not running in safe mode, so it
must be the latter. How do I correctly install this, and
where do I get it?
