System Restore

after turning system restore off in order to run the worm
blaster program from symantec, i can't turn system restore
back on. it says there is an error enabling it on one of
my drives. i click cancel and then try it again, but the
system restore tab in system properties isn't there. i
have two different users on the computer, on one the above
occurs, on the other, no worries.
