I get "access denied" if I try to explore or create something in
C:\Documents and Settings/All Users/Documents

can anyone help?

Thanks that fixed it.

BUT
Does this tell you what is going on?
The owner (when I was having problems) was Administrators.
I changed owner to me.
That fixed it.
I changed owner back to Administrators and it is still fixed.
Sounds like some permission needed to be reset.

How can I see the actual permissions?

On the Security Tab for the folder in question.
