You should never use the built in administrator account and always
create one. Reboot your computer and hit F8 repeatedly after the beep
and log into Safe Mode with the built in administrator account (here you
will be given three options) and then you can move your data into the
newly created administrator account.

1. Log in as Artem (an account with administrative privileges)
2. Open the properties of c:\Documents and Settings\Administrator folder
3. Click on the Security tab; if you get a warning about viewing security
settings, acknowledge it and continue
4. Click on the Advanced button on the bottom right
5. Click on the Owner tab
6. You should be able to change the owner to the Artem account. Make sure
you also select the box to replace owner on subcontainers and objects. Click
OK
7. You should now be able to add your Artem account to the ACL (Access
Control List) of that folder and give yourself full control. You may have to
click OK and then reopen the properties again in order to do that.

From a security standpoint, you should not run as an administrator all the
time. If you accidentally launch any type of malicious software (virus,
trojan, etc.), it will have the same permissions you have (i.e., full control
to everything) and will be able to do anything it wants. It would be safer to
create a limited use account of your own for your everyday use, and use the
administrator account only when necessary.

A couple of things to note:

- When there is a user-defined account with administrative permission,
Windows "hide" the default user Administrator

- Before all this happens, while logged on as user Administrator, you
might have enabled "Make my folders/files private". That simply means no
one, I repeat, no one other than user Administrator can access the
folder (C:\Documents and Settings\Administrator)

Just because Windows does not display the 3rd user "Administrator" (on
the simple logon UI) doesn't mean you can't logon as Administrator. Hit
CTRL ALT DEL twice. You'll be presented with a logon prompt. Type
"Administrator" (without quotes) and the corresponding password for that
users (if you specify any). VOILA! You're in as user Administrator.
While you're in as this user, disable "make my folders/files private"
(may not be what it says exactly), so other users with administrative
permission can access user Administrator folders/files.

ooopsss... I totally missed x64 part. I just realized it now, Artem did
say x64 at the very beginning of his blog post.

What I said in my earlier post may not be true on x64 version. I have no
experience with x64 version of XP. May be it is the same? Give it a shot
anyway.
