Microsoft Installer Cleanup Utility

Does msicuu.exe, Microsoft Installer Cleanup Utility,
uninstall a program as well as remove the associated
registry entries, or does it remove only the registry
entries and the program has to subsequently be
uninstalled from the control panel? The instructions for
the program's use aren't clear about this.
