System Restore not working!

Anybody know why System Restore would simply not work?
After re-installing windows Xp on my system I noticed
that System Restore wasn't working and no matter what i
did I can not create a restore point. System restore is
activated and is monitoring my "C" drive yet when i try
to create a restore point a message says, restart your
computer and try again....weird? Needless to say after
restarting it still tells me the same thing. Any ideas?
