Dual Monitors: Do Shortcuts Always Open in Primary Display?

I have a new Dell Precision 390 with a 128MB PCIe x16 nVidia,Quadro NVS
285, dual VGA, Graphics Card driving two 19-inch flat panels. This is my
first dual-head PC.

My question: can I force a program whose shortcut is located on the
secondary monitor to open on the secondary monitor?

At present, all programs open on the primary monitor, regardless of
where I place the shortcuts.

Yes, you can do that. My work computer has 2 monitors and it has an utility
to set up.
Sorry, I don't remember the name for it...
Check your right lower corner for an icon to get into setup

Windows XP SP2
I have used dual monitors with either two NVIDIA cards or one ATI
card (with DVI to VGA adapter).

Windows open in whichever monitor they were last closed in.

I use Windows display properties to enable the secondary monitor.
Maybe you should avoid using NVIDIA software to set up dual
monitors, if you are.
