My Norton tells me that I am missing mscoree.dll file,
part of MSInstaller.exe. This seems to have little no
effect on the operation of the PC, but what does it do
and how to get it back?

Did you try a google search for "mscoree.dll"?

I think you'll find your answer when you do.

Mscoree.dll is part of the .NET framework for Windows.
Go to Add/Remove and remove the .NET framework there.

If you want .NET framework for Windows:
To reinstall .NET Framework go to:
www.microsoft.com/net or from the Windows Update Site.
You can read all about it there.
