I am having the same problem at work! I have been without
my computer the entire week - did this procedure fix the
problem? If the computer isn't booting how are you
suppose to open the Task Manager? Let me know - Thanks!

The computer has booted but isn't showing the desktop because explorer.exe
wasn't started.

If any of the programs being renamed in my post are in the %systemroot%
folder it will cause explorer.exe to not start.

The only other option is to run a repair installation:

Some say they have more problems after the repair than before. That won't
be true in your case because you're not even getting a Welcome screen or
Desktop.
