Why windows xp pro sp2 can not come in outside sometimes!

System: windows xp pro sp2
I erect apache web server, simpledns dns server, mdaemon mail server
There is symantec pcanywhere

Question:
Lie in why machine outside sometimes is unable to enter this server through
any procedure or port
Http is unable
Someone experience this or can which clues does it let!

Do you have a static public IP address from your ISP? If not, you will need
to get a dynamic DNS account (www.dyndns.com is one place) and install a
small application on your computer to update your account with your current
public IP.
