Microsoft Movie Maker Transition problem

I just captured a video clip just fine with Movie Maker. It will not allow
me to drag a transition down between two frames. What gives?

A transition needs enough time each side of it to work, if the clips are to
short it won't work.
How long arre your two clips? As you mention 2 frames.
