Cannot Reformat XP to get Norton to run properly

I'm trying to do a FULL Sstem Restore. My previous
attempts yeild old data while reinstalling drivers or
other software. I believe such data is causing conflicts
in my Norton Anti-virus software. I wish to format C: /u,
but the way XP is I can't. MS didn't even make theter
Restore CD boot properly. It won't allow me access to C:.
I need to be able to boot off a disk to use format, but I
can't boot & access C:, can anyone help?

Microsoft doesnt make restore disc's. Contact the maker of your computer
more info on them.
