Try running System File Checker to replace missing/corrupt files..
Description of Windows XP and Windows Server 2003 System File Checker
(Sfc.exe)
http://support.microsoft.com/?kbid=310747
Type the following in the Run dialog box or Command Prompt windows:
sfc /scannow
If SFC does not correct the problem then I suggest you perform a repair
install of Windows XP.
