If files compressed by Disk Cleanup are accessed and decompressed, do they
remain decompressed or are they recompressed after the computer is finished
with them?
Also are files compressed in this manner safe to back up and in the event
something happens, restore and still be OK?

they stay "compressed on disk" and are de-compressed / re-compressed "on the
fly"
