I have two rundll32's in my task manager. That doesn't seem normal to me,
and i'm also having an issue in outlook which seems to be connected. I
cannot right click on an any emails. This is spreading company wide so i'm
trying to find out what it and hopefully stop it.

There should be no rundll process in task manager if a rundll shortcut is not opened.
End those.

looking into Msconfig i see why they were there. bluetooth was using one and
my nvidia card was using the other for the Nvidia control program. i have
disabled it.
i was hoping this would explain why i cannot right click on emails but it
did not fix that.
