I can only get my Toshiba laptop running Windows XP to work in safe mode.
What can I do to get it to start normally and work properly again? I'm
looking for an option short of "wipe it and start over."

I left it on overnight and it hibernated. I couldn't get it to wake up after
trying the usual things, and so I performed a hard reboot. Now it won't start
normally despite tons of restarts today -- will only work in safe mode.

Can you help me?
(It is my main work computer, and although I have document backup on an
external hard drive, I *don't* have backups of all my emails and program
disks.)

Last Known Configuration option doesn't work?
What happens when you try other options?
