What registry setting determines the extra priority a foreground
application gets over applications which are not in the foreground?
I am thinking of the case where all these tasks have the same priority
value assigned to them. For example they might all be of "normal
priority".

question on how to specify the relative priority.
(1) This is a rather basic overview:
