Designed for Microsoft Windows XP Logo Installation Problems

I'm having a problem installing CivCity Rome on my computer, and also DirectX
9.0c. The installation goes fine until the very end, and it gives me a
Windows Logo Tested product error. Same for DirectX 9.0, even though I'm
downloading it from the Microsoft Website! I have a brand new Dell Inspiron
E1705 laptop, basically fresh out of the box and I've never had any problems
like this with any other games or drivers. Any help you can give me would be
great.
