That's why I said it's an empirical fact.

Have you ever actually done it?

I have done it myself personally and yes it does. I don't use system restore
as a recovery tool but I leave it turned on anyway. I tested it again by
turning it off and then back on again and a System Checkpoint was created
immediately. I belive you may be partly right that a restore point is not
necessarily created immediatley, but I have seen it happen and I have
re-created the scenario again and a System Checkpoint was created.

The above may only be relevent to a new install because I cannot find any
information on the MS sites that directly says when you turn restore back on
again a restore point is immediaitely created.

All I can find is;

A. ......."Disabling System Restore will remove all restore points. Enabling
System Restore will resume the creation of new restore points as schedule
and events require.

couldnt move my desktop items where I wanted them. They just kept bouncing
back to where they were, so I thought that maybe doing a system restore would
help. But I couldnt even do that, I think I chose about 10 different
highlighted dates but it wouldnt restore to any of them. Im still learning
about how to do stuff, so I would really like it if someone could help or
tell me what Im doing wrong.

Desk Top Icons:
Simply right-click your desktop, click Arrange Icons By, and then click
Align to Grid. Windows XP does not immediately move your icons. However, the
next time you drag an icon, Windows XP will automatically place it into an
orderly row.

System Restore:
The majority of the time this is caused by a corrupt restore point.
Turning System Restore off then on again will purges all existing
restore points, and creates one new one.

Try running System Restore from Safe Mode.
Restart your computer, and then press F8 during the initial startup to
start your computer in Safe Mode.

Log on to your computer with an administrator account or with an account
that has administrator credentials.

In Safe Mode type or paste the following command in the Start - Run box
then press Enter.

There are also other possibilities that can cause this to happen. The

this is incorrect. no new one is created automatically..

its better first make a restore point, then to use the disk cleaning
utility and select clear all restore points but the last

You need to check your facts MicroFox. By turning off System Restore all
restore points are purged. When you then turn System Rerstore on again a new
restore point is made. It's an empircal fact. Have you ever actually done
it?
