What do you mean by "the repair company"? Is this a shop
not related to the company which sold you the computer?
Did the repair shop guarantee to get you up and running?
It sounds like someone has not finished the job. Can you
talk to them about reinstalling from the restore cd? If
you wind up buying XP, you do not have to buy a full
version since it sounds like you have a Win98 cd already.
