I am having a problem with the quicklaunch taskbar - i can't get it to
appear, let alone function! And it worked so well in Win98 too.
Despite unlocking the taskbar, then selecting QL in taskbar properties, then
right clicking and selecting it in the toolbars menu, i just get a 'cannot
create toolbar' error message. I'm logged in as admin too. Am I doing
something incorrectly, or is this a bug in certain conditions (i.e. I have
installed XP Powertoys, but have not altered any taskbar/desktop relevant
settings.
Has anybody any suggestions?

Google gets 24 hits for "cannot create toolbar", including this one:

This one from the MS Knowledge Base says it's for IE/OE5 and earlier Windows
versions, but it might give you some clues:
