Inability to open Hyperlinks in Outlook Express

I have recently had problem when I click hyperlink in
Outlook Express it will not open window in Internet
Explorer. I did steps in Microsoft Knowledge Base
Article-281679 without resolution. The last step is the
only thing I did not do because I do not know
what "Internet Explorer Administration Kit" is. Any help
in resolving would be greatly appreciated!

Click start---run---type in REGSVR32 URLMON.dll Note space after 2. Then,
cointrol panel---internet options --program tab---reset web settings. Then
reboot.
