How can I disable the constant, repeated messages from MS when I turn off
the Exterior Harddrive and it comes up again and again:
Windows-Delayed Write Failed. Etc etc.

Are you using the "safe to eject" function or are you simply turning the
drive off when you feel like you're done with it?

I turn the drive off when I am finished with backing up to the External
drive.

OK. The problem is the system doesn't know you've turned the drive off and
still has buffered writes pending. Look in systray for an icon that will
display "safely remove hardware" when you hover over it. You have to use
that function before you drop power on the drive or you'll cause data
corruption on the drive.

Thanks, will turn it off in the system tray in the future.

Correct. What that does is forces the system to flush all pending IO. You
should then be able to power the drive off without any more nag messages.
