Your old computer may have had its display adapter set at a
higher resolution. I've noticed many sites are set up to
display properly on a monitor that's set for 1024 X 768 and
will show that vertical scroll bar if it's set to 800 X 600.

Try this test and see if it fixes your problem.
Go to one of the web sites that isn't fully displayed.
Next, go to Control Panel and double click the Display icon.
In Display Properties click on the Settings tab.
In the Display Settings box move the slider to the right.
Hit the Apply button.
Click on Yes key if this fixes your problem.

Good luck

For IE7 from Help (New feature)

Zoom in on a webpage
Internet Explorer Zoom lets you enlarge or reduce the view of a
webpage. Unlike changing font size, zoom enlarges or reduces
everything on the page, including text and images. You can zoom from
10% to 1000%.

To zoom a webpage

On the bottom right of the Internet Explorer screen, click the arrow
to the right of the Change Zoom Level button .
Do one of the following:
To go to a predefined zoom level, click the percentage of enlargement
or reduction you want.
To specify a custom level, click Custom. In the Percentage zoom box,
type a zoom value, and then click OK.
Notes

If you have a mouse with a wheel, hold down the CTRL key, and then
scroll the wheel to zoom in or out.
If you click the Change Zoom Level button , it will cycle through
100%, 125%, and 150%, giving you a quick enlargement of the webpage.
From the keyboard you can increase or decrease the zoom value in 10%
increments. To zoom in, press CTRL+PLUS SIGN. To zoom out, press
CTRL+MINUS SIGN. To restore the zoom to 100%, press CTRL+0.

Hope this helps.

You have not said whether you are using IE6 or IE7.

IE6

IE7

That's a web design issue, nothing in Windows can fix it.

Try making the screen resolution higher (right click desktop,
properties....).
