command prompt

I have a comp with XP Home Ed OS that stops at the user
account screen. Clicking on any icon starts to open then
immediately begins to log out. I can't get further. How do
I get a dos command prompt in xp?

You cannot as the NT kernel OS's do not have DOS underneath as in 98. They
have a command line which has Dos like command but you cannot get to it from
Bootup.
